How to Send Photos to Inmates at USP Beaumont

Men convicted of very serious crimes, considered violent, or who present other serious security risks are housed in the high-security facility. Some of the men in the facility are serving life sentences without the possibility of parole. The minimum security facility keeps men who were not charged with non-violent crimes or considered low-security risk inmates.

Two famous people who served time there are:

• Oscar Ramiro Ortega-Hernandez – He is charged with shooting at the White House in an attempt to kill then-President Obama. He may be released in 2033.
• Stephen Ernest Stockman – He was a US Congressman charged with money laundering, mail and wire fraud, and falsification of records. He was pardoned by President Trump.

The prison is part of the Federal Corrections Complex, which is two different facilities in this same area between two cities. The other one is
Federal Correctional Institution Beaumont, a medium-security facility and a satellite campus, Federal Correctional Institution (FCI) Beaumont Low. FCI Beaumont Low is a low-security facility. This other prison has its own sets of rules and contact information.

Mailroom Rules

USP Beaumont must follow the Federal Bureau of Prisons regulations for sending pictures to inmates like all federal prisons. Also, like the other federal prisons, USP Beaumont has its own set of rules on top of the federal rules.

Some of the rules you need to know are:

• All inmate mail is opened and inspected by the prison staff. If the mail violates any of the federal rules or the prison’s rules, the mail will not be delivered. The staff will either send it back or destroy it.
• Inmates cannot receive pictures or photos that show nudity, sexual activity or implied sexual activity, violence, gang symbols or gang activity.
• The warden and the prison administration can decide if a picture violates the rules. If the image can lead to a security risk for the prison or the inmate, the picture is not allowed. The administration can take away an already approved picture if they decide the photo is inappropriate.

Inmates receive a handbook that explains the prison’s rules. The handbook tells prisoners what pictures they may have and how they can display those pictures. Among their rules are:

• One picture can be placed on a cork board bulletin board. The bulletin board is hung on the wall.
• In the main prison and satellite camp, inmates cannot put a picture on their locker. They may put one picture on their desk.
• Other pictures have to be stored in the locker.
